Fagan Engineers (FE) led the engineering, planning, survey, and environmental studies, from concept through construction, for over 250 miles of pipeline for a major natural gas producer in Tioga, Bradford, and Susquehanna Counties in the Northern Tier of Pennsylvania. FE provided route corridor studies, boundary/topographic surveys, wetland delineations, field reconnaissance, landmen coordination, PNDI/PHMC coordination, design drawings, and construction stakeout services. FE also obtained all required approvals including: expedited ESCGP-1/2/3 permits, Chapter 105 Permits, USACE Authorization, Joint Permits and PennDOT HOPs, as well as GIS Mapping and inventory database management.

Compressor/Meter Stations

FE designed, permitted, and provided full-time construction management for 12 compressor, and two meter stations between 2010 and 2020. Services included initial siting, landowner coordination, site design, local land development approvals, stormwater pollution prevention plans, PennDOT HOP permits, DEP permits, geotechnical evaluations, building permits, construction stakeout/layout, construction quality assurance, erosion control inspections, and final project closeout. FE also provided additional engineering/survey services for an additional
12 stations. 

Well Pad Permitting

FE provided ESCGP-3 and PCSM permitting for multiple Marcellus well pads in the Northern Tier region for a major natural gas producer.

Watkins Compressor Station
Columbia Township, PA

Compressor Stations

FE designed, permitted, and provided full-time construction management for four compressor stations, and modification of another station under the review of the NYS Public Service Commission.

Pipeline Services

FE provided engineering, route planning, surveying, and environmental analysis studies for over 100 miles of new and replacement pipelines for a local utility company. FE also developed SWPPPs, obtained SPDES permits, coordinated with NYSDEC/USACE, and provided weekly construction/erosion and sediment control inspections.

Pipeline Classification Study

FE classified over 175 miles of pipeline in the Southern Tier of NY for a major natural gas producer. The study included radio detection of the pipeline, developing record drawings of the pipeline location, identifying/locating adjacent structures, developing maps, and determining pipeline classification based on the 49 CFR 192.5 of the Federal Regulations and NY-CRR 255.5.

Well Pad Permitting

FE has developed the Stormwater Pollution Prevention Plans (SWPPPs) and Spill Prevention, Control and Countermeasure Plans (SPCC) for four Trenton Block River well pads in Chemung County, New York. FE obtained SPDES General Construction permits and provided erosion control inspections throughout construction. FE also completed four site reclamation plans in accordance with the permit requirements.
